Our off season continues to be full of meetings and planning for next year and as promised, I am here to give you an update.on the work of the Building Committee and the Board of Governors.
I am happy to report that our loss claim with the insurance company has been fully settled . We are now in the process of reviewing our insurance needs and risks and in the process of soliciting quotes and interviews with a number of agencies who specialize in community associations such as ours. While we started this process earlier this year, the fire and subsequent risk assessment recently conducted highlights the importance of having adequate property and liability coverage to minimize the exposure of our property owners. We will continue to keep you posted on these developments and recommendations

The building steering committee had their second meeting during the holiday weekend with everyone charged with tasks to keep the planning moving forward and to prepare for what we hope will be our next community Town Hall in late January or early February. With our first formal meeting with the Land Use Administrator scheduled within the next two weeks, the committee has identified some elements to the project worth mentioning at this time.
The committee is developing a proposal to present to the association that includes a scope of work, costs, and project timeline.. The design will be a 36 X 36 pavilion with a 12 X 36 shed, a similar footprint to what we had. Instead of three separate sheds, our goal is one shed that accommodates all our needs. At this writing, it is probably easiest to report what will not be included based on planning and zoning and health department requirements.
It will not be enclosed, be two story, have plumbing, have a fireplace nor fire pit, nor have a BBQ grill built into the design.. As mentioned, It will be a similar footprint to what we had, but with some needed improvements and a total look that we can be proud of.
Rest assured, the committee has the technical expertise necessary to develop the proposal, to work with inland /wetlands and planning and zoning and continues to accept your suggestions and questions with an open mind.
We are striving for a project completion date by June 1; however, with the need to work through the town’s permitting and approval process, our schedule is contingent on factors outside our control; i.e. East Haddam committees’ meeting calendar and funding approval from the association. We should know more by the time we have our Town Hall meeting sometime the end of January or early February.
On other fronts, the Board has approved the $650 cost to inspect the dam at the south end of the lake. This is a long overdue inspection and should be done every 7 years. A big thanks goes out to Jerry Johnson of Glimmer Glen for researching and coordinating this effort.
We are currently waiting for the formal written report from the fall weed survey. Based on verbal discussions with the consulting firm, Our treatment program is working for the fanwort weed ; however, we will also have to treat for the new invasive weed, Milfoil, that was identified last season.. It is still not known if we will do a spot or full lake treatment in 2013 as that decision will be made after the Spring Survey and further discussions with DEEP.
We do know that the taller growth we have seen this past year is attributed to a warmer 2011-12 winter and the fact that the lake did not freeze over .A special trivia note – did you know that we have an endangered species of flies and butterflies on our lake? DEEP is concerned about the impact of our weed treatment on these species, so stay tuned as we navigate through this discussion!
We are closely monitoring tax receipts this year and have an aggressive plan to collect past due taxes. With over 25k in past due taxes over the past three years, we have just placed over 20 liens on properties and plan to publish a delinquent tax list in upcoming newsletters for those owners either not on a payment plan or not current on their plan. If you are on a payment plan, thank you in advance for keeping up with your commitment. We will also be sending out periodic statements that will reflect the interest charges that accrue on a monthly basis.
Thank you to everyone who planned well and removed their boats from Association property this fall. As a result of your cooperation, the committee moved only 12 boats to the ball field this year.. A much better number than 70+ of previous years. We will be sending out invoices for $100 fines assessed within the next few weeks. Please keep in mind that the Association is not responsible for damage incurred to boats while being stored at the ball field.
